As Executive Director of the Comprehensive Test Ban Treaty Task Force, Dr. Gallagher worked closely with the Special Advisor to the President and the Secretary of State for the Comprehensive Test Ban Treaty on recommendations to build bipartisan support for U.S. ratification. Prior to that, she served as an arms control specialist in the State Department and as a Foster Fellow in the Arms Control and Disarmament Agency. Dr. Gallagher has also taught at Wesleyan University and George Washington University, and was the first Women in International Security research fellow. She is the author of The Politics of Verification and the editor of Arms Control: New Approaches to Theory and Practice . She received her undergraduate degree in history from Carleton College
