Housing, community development, state and local budgeting
Dr. Rogers has taught housing, community development and finance at the Maryland School of Public Affairs since 1987. She served as Secretary of the Maryland Department of Housing and Community Development (DHCD) under former Governor William Donald Schaefer, where she oversaw a budget of $123 million, annual loan and insurance activity of between $300 and $400 million and 419 employees. Rogers also served the government of Montgomery County, Maryland for 15 years as Director of the Office of Management and Budget, as an environmental planner and Director of the Department of Housing and Community Development. She has served on numerous state commissions, including the 2020 Commission, the work of which led to the State Growth and Resource Protection Act of 1992, and the Board of the African American Museum Corporation. In 1996, she became a National Academy of Public Administration (NAPA) Fellow.
