Qualifications

 

Thirty-seven years of extensive experience in a broad range of environmental issues as a State legislator and representative of national conservation organizations.  Practical working knowledge at national, state and local levels of wildlife, land use, water, and air quality laws.  Experience directing national and international bird conservation efforts of a consortium of 88 member organizations. Graduate teaching experience as an instructor in environmental policy at the University of Maryland, College Park, University of Maryland School of Law, and at Johns Hopkins University. As a State legislator, led comprehensive efforts to restore the Chesapeake Bay.  Conceived, drafted, or managed nearly all environmental initiatives through the Maryland Legislature, 1987-1994.  Lectured widely and authored numerous publications on environmental policy.  Strong ability to effectively communicate public policy and governance issues to students and others.

Experience

 

       Vice President for Policy, American Bird Conservancy

       1995-2006

      Successfully co-ordinated an alliance of 88  national and local conservation organizations focused on bird conservation.  Developed strategies and co-ordinated efforts to: save the San Clemente Loggerhead Shrike from extinction;  restrict horseshoe crab take to protect shorebirds; stop the deaths of seabirds in longline fisheries; and prevent the pesticide poisoning of Swainson’s Hawks in Argentina.  Regularly met with administration officials and congressional staff on conservation issues and testified before Congress.  Worked with international partner organizations as U.S. liaison. 

 

      State Legislator

      1978 - 1995

Elected to Maryland House of Delegates in 1978 and Senate in 1982, 1986, and 1990.  Elected a Delegate to 1984 Democratic National Convention and served as co-chairman of National Environmental Caucus.  Served as chairman of the Senate Subcommittee on the Environment and managed all conservation legislation in the Senate.  Drafted and successfully managed phosphate detergent ban and legislation relating to forest protection, fisheries management, recycling, toxic waste reduction, agricultural pollution prevention, and protection of non-tidal wetlands. Served on the tri-state Chesapeake Bay Commission (Executive Committee) and the Board of the Maryland Environmental Trust for 12 years.  Appointed to National Conference of State Legislatures Environment Committee and testified before Congress

      for the 50 State Legislatures on Clean water and Clean Air Act issues.

 

      Graduate Adjunct Professor 

      1988 - Present

Developed and teach graduate courses in environmental public policy at the University of Maryland, College Park, School of Public Policy, including a Chesapeake Bay Restoration Policy course and wildlife management policy course. Also taught in the University of Maryland Marine Environment and Estuarine Studies Program, University of Maryland School of Law, and at Johns Hopkins University, engineering school master’s program. Co-taught a graduate course on land use at the University of Maryland School of Public Policy.  Served as faculty for American Law Institute, American Bar association, and Maryland Bar Association Continuing Legal Education Programs on environmental policy.

 

      Consultant to Friends  of the Earth

      1990

Coordinated successful efforts of eight national and international organizations to block construction of Voice of America radio towers in Israel.  Work included meetings with Congressmen and officials in the State Department and National Security Council.  Assisted in preparation for litigation under the Endangered Species Act using Friends of the Earth v. Lujan.

 

     

 


      Government Affairs director- Population-Environment Balance (PEB)

      1985 - 1987

Responsible for drafting and introduction of population policy and natural lands protection acts.  Served as liaison for PEB on Capitol Hill.  Wrote articles on population and the environment.  Represented PEB before state and national groups.  Conducted briefings for Congressional and conservation organizations.

 

      Senior Policy Advisor  for Zero Population Growth

1980 - 1981

Organized and served as first chairman of the Global 2000 Citizens Committee, precursor to the Global Tomorrow Coalition.  Drafted and gained introduction by six Senators of S. 1771, The Global Resources, Environment, and Population Act of 1981.  Wrote articles, brochures, and other publications.  Served as liaison with other conservation groups on population issues.

 

      Legislative Analyst, Governor's Commission to Revise the  Maryland Code

      1974  - 1978

Drafted  legislation and revised existing laws of Maryland.  Testified before legislative committees.  Extensive experience in drafting and interpreting legislation.

 

      Military Judge, U.S. Navy

1970 -1974

Served in the U.S. Navy Judge Advocate General's Corps as a Lieutenant.  Participated in over 800 military trials.  Promoted to full time Military Judge after serving as Head Defense Counsel, overseeing work of eight attorneys.  Awarded Navy Certificate of Commendation.  Retired from Naval Reserves as a Commander.

Formerly in private law practice with Hyatt, Chep and Winegrad, P.A., General Practice of Law.  Maintain small practice at home office.

 

      Counsel, National Wildlife Federation

1969 - 1970

Associate Editor of the Conservation Report, outlining all environmental legislation before Congress.  Assisted in liaison with Congress.  Helped assemble the successful case of Calvert Cliffs Coordinating Council v. AEC.  Represented NWF before Federal, State, and local agencies.

Authored over 125 articles for law journals, scientific journals, national symposiums, magazines, newspapers,  and other publications, including articles in the National Geographic BirdWatching Magazine, EPA  Journal, University of Baltimore Law School Forum, Pesticide Outlook (Royal Society of Chemistry-UK), Baltimore Sun newspaper, and in State Government, the magazine of the Council of State Governments.

 

Presentations

 

Presented over 350 environmental lectures at local, state, national, and international forums, including presentations in Russia, Portugal and before visiting foreign environmental officials.  Testified often before Congress, including representing the 50 State legislatures. Plenary presentations include national conferences and lectures for Audubon/Smithsonian Associates, Washington, D.C. and the National Governor's Association.

 

Awards

 

Voted one of  ten most effective Senators by peers.  Recipient of  President of  Senate's Public Policy Award.  In January 2002, presented the prestigious Life Time Achievement Award by the Chesapeake Bay Foundation, only the third person to be so honored. Selected Legislator of the Year or Conservationist of the Year on 12 occasions by conservation and public health groups, including the Sierra Club, Audubon Naturalist Society, Clean Water Action and Maryland Wildlife Federation.  Awarded certificates of merit by the Nature Conservancy, Environmental Policy Institute, and Common Cause.  Author Tom Horton wrote that "more than any legislator, and perhaps more than anybody, he has set Maryland's environmental agenda during a 16 year career". Called the "environmental conscience of the Senate"  by the Washington Post and "the State's leading environmentalist" by The Baltimore Sun.
