我很高兴地欢迎苏州市公共管理干部来到马里兰大学并一道欢庆我们第一个中国公共高级管理硕士项目（EMPM）。我知道能被选进这个项目，你们这个集体都是很有才能的。

The faculty who head this program are leading scholars who understand theory of policymaking and its real-world applications. They have the strongest academic credentials and many have served in the highest levels of federal, state and local government.
该项目的教师都是通晓公共政策制定的理论及应用的杰出学者。他们有很强的学术资历，其中的许多人还曾经服务于联邦，各州及地方政府的最高管理层。

Part of the Maryland School of Public Policy's mission is to develop leaders who make a difference both in their organizations and in Public Administration and Management. You will be those leaders and I am certain you will benefit greatly from this program.

Our campus places great value on our international collaborations. We have about 3,600 international students on campus (10% of our student body). But we are particularly interested in partnerships with China. There are over 1,000 Chinese students on the University of Maryland campus and UM has over 100 Chinese speaking faculty members. There is a lot of interest in China on the part of our students as well, with dozens of our students going to China on one of 8 exchange programs each year.
我们学校很重视全球合作。学校的国际学生大约有3600人（占学生总数的10%）。而我们尤其对与中国的合作感兴趣。马里兰大学有超过1000的中国学生和100多名讲中文的教师。我们的学生对中国也很感兴趣。我们有八个交流项目，每年每个项目都有数十名学生去中国

I personally place great emphasis on our partnerships with China. I have traveled to China dozens of times to establish relations with universities, private industry and government agencies. I have served as the Economic Advisor to Jiangsu for several years. UM currently has over 50 partnerships with China. We have several academic programs that are located in China or that bring Chinese students to College Park: Journalism, Business, and Criminal Justice are among them. Our Smith School of Business has had Executive MBA programs in Beijing and Shanghai and runs an annual $50,000 China Business Plan Competition to promote entrepreneurship.
我个人很重视与中国的合作交流。为了建立与大学，私人企业和政府机构的联系，我曾数十次去过中国。我已经在江苏做了几年经济顾问。马里兰大学现今有50多个与中国的合作项目。我们有几个学术项目，有的项目设在中国，有的项目为中国学生提供赴美交流的机会。例如新闻学，商学院以及刑事审判等。史密斯商学院在北京和上海的EMBA项目每年举办一次耗资5万美元的中国商务企划竞赛来推广企业家精神

The Clark School of Engineering has offered more than twenty training courses in China since 2000 through the Center for Advanced Life Cycle Engineering. The Smithsonian Institution partners with the UM’s College of Agriculture and Natural Resources to allow our students to interact directly with the giant pandas at the Chengdu Research Base for Giant Panda Breeding. We also have several non-degree-granting programs such as:
2000年以来，克拉克（Clark）工程学院通过先进生命周期工程研究中心在中国开设了20多门培训课程。斯密斯搜林（Smithsonian）机构和马里兰大学农业与自然资源学院为学生提供了直接赴四川盆地研究大熊猫繁殖的机会。除此之外，我校还有如下的非学位项目：

•The Confucius Institute at Maryland was established with support from the People’s Republic of China Office of Chinese Language Council International (HANBAN). It is the first one in the U.S.

• The Institute for Global Chinese Affairs (IGCA) has offered executive training programs to government officials for over a decade. The IGCA fosters interdisciplinary communication and collaboration among scholars, policymakers, students and leaders in China-related areas.
全球华人事务中心为政府官员提供高级主管培训项目已经有十多年了。促进了各学科间的交流以及与中国相关领域的学者，政策制定者，学生和领导的合作。

• Finally, we are developing a joint UM-China research park with the Ministry of Science and Technology. The Torch Park will be the first one outside of China and we have already attracted investors from China and Maryland who are looking to partner with us.

I understand that you will be here until December of next year, so I hope that you have a chance to enjoy not only our campus but many of the sights of the Washington D.C. area.

We are just nine miles from the White House and there are a wealth of museums, research centers, government agencies and national libraries in this area. I have no doubt that you will have a very rich experience here.

Please take time to explore the campus itself. We have been declared an arboretum – we have over 6,000 trees on campus and we are taking many steps to promote sustainability on the campus. The Clarice Smith Performing Arts Center has performances almost every day. We have an Olympic sized swimming pool and a state-of-the-art Recreation Center. And please remember the students. They are eager to learn about China and to interact with you!

I hope you have an excellent stay here. The School of Public Policy’s program is truly outstanding so I know that you will benefit from it. We are honored to have you, and know that you will contribute much to the campus.
