The Program of Intelligence Research and Education's mission is to focus the resources
of the University of Maryland, in partnership with entities outside the
university, to provide research, education, information, expertise, and analysis
of value to local, state, and national officials, as well as to private and
non-profit organizations, dealing with the full range of issues involving
intelligence and security.
Intelligence in the 21st century will take place in an extraordinarily complex environment. To a great degree, it will focus more on information than on secrets and it must do so, in the American context, within American laws and values. In both its educational and research efforts, PIRE will explore the full scope of this environment, from technology to public policy and from analytic method to the civil liberties implications of 21st century intelligence. To achieve these goals, the program will operate within a network of programs within the University of Maryland and other institutions.

- The Institute for Philosophy and Public Policy
- The Center for the Advanced Study of Language (CASL)
- The National Foreign Language Center
- The newly established Intelligence Advanced Research Projects Agency
