Overview
To date, military community revitalization efforts have placed over 90% of its property in reuse, resulting in the creation of over 50,000 jobs and $2.0 billion in annual payroll in communities experiencing base closure. Communities have converted military property at military installations into airports, hospitals, prisons, retirement centers, lumber mills, and blood banks among other uses.

The Enhanced Use Leasing Program is a highly interactive executive education program that prepares participants to recognize potential Enhanced Use Leasing (EUL) candidates, make a preliminary assessment, and educate co-workers about the reasons why EUL may be a good approach. The program examines real estate development economics, including the market motivations of interested developers, discusses the legislative framework for the EUL program, and explores the characteristics of good public-private ventures.

Program Content

This one week executive session, a collaboration of Patton Boggs, LLP and the University of Maryland, is specific to federal agencies and their Enhanced Use Leasing (EUL) legislation and approach. The expert instructors include practitioners who are very experienced in federal government EUL transactions, as well as University faculty who are practiced in educating mid-career government professionals on the ins-and-outs of public-private ventures. The week-long session will largely be case study oriented and highly interactive, producing a practical application of the session material.

In addition to the EUL legislation, the program will address other Public-Private Venture (PPV) strategies, therefore providing participants the additional perspective necessary to determine whether EUL is the best approach for any particular venture.
