Managing Air Force Privatized Housing into the Future

 
   
 

 
Overview
The Managing Air Force Privatized Housing Into the Future: An Executive Education Program is designed to provide participants with the basic understandings critical to representing the Air Force responsibility as the privatization process moves forward. Program participants will gain key understandings necessary to implement housing privatization and to ensure that privatized housing is well managed over the long term. Participants will also learn how to interact effectively with the Department of Defense, probate partners, advisory teams, local government, and consultants.

Program Content
To minimize time away from the office while maximizing student learning, the program consists of four courses delivered in two separate, one-week residential programs. Three levels of learning will be covered during the two weeks:

  • Privatization Overview;
  • Intermediate Privatization; and
  • Advanced Privatization.

Specific class sessions include lectures from University faculty and public and private sector practitioners, team-based problem solving exercises, case studies, use of the Web for faculty and student interchange, and field trips. The program makes extensive use of case studies based on current efforts in the field to illustrate the points presented in lecture. Each session helps build on one of the following four themes:

  • Introduction to Housing Finance
  • Asset Management and Budgeting
  • Leadership Principles and Change Agency
  • Local Governance and Land Use Planning and Techniques

The weeks in residence at the University will be supplemented by intersession discussions using an electronic classroom accessed though the World Wide Web. The intersession will focus on the military's historical experience with housing privatization, the current Air Force RFP and discussion of a case study. In the post-session, participants will study and discuss Air Force model transaction documents.

If a participant completes the two weeks in residence and intersession work, he or she will receive a University of Maryland certificate.
